    WHO WE'RE LOOKING FOR

    The Vice President Demand Response and Innovative Mobility reports directly to the Chief Customer Officer.  This position is responsible for all aspects of the MetroAccess program including dispatch; call center; scheduling, eligibility, and contract compliance.  This position is also responsible for managing the implementation and ongoing operation of all innovative mobility or other demand response programs. Regularly works with Capital Metro leadership to develop and propose ADA compliant policies, and support current and future technology systems at MetroAccess.  

     

    WHAT YOU'LL BE DOING

    •   Responsible for all aspects of the MetroAccess paratransit program at Capital Metro, including contract compliance for all demand response service providers. 
    •   Monitor and analyze operational service issues that impact the budget, coordinate operations analysis with staff, prepare reports for trend and future service planning, work with other departments to plan and manage long and short range paratransit planning projects,
    •   Coordinate with the Planning department on the creation of innovative mobility initiatives.
    •   Leads the implementation and ensure effective operation of all demand response programs, including mobility innovation zones.  
    •   Ensure staff properly manages and customer service related matters for internal and external stakeholders. 
    •   Develop policy recommendations and prepare all supporting documentation, including policy analyses and future planning scenarios.  Manage the implementation and monitoring of all policy revisions to ensure desired results are achieved.
    •   Direct staff in production of GIS maps, presentation materials, and data analysis documents as requested by the agency and its departments.  
    •   Responsible for daily oversight of paratransit short-range and long-range planning activities and projects, on-going service evaluation, service planning, and responding to planning-related comments from internal and external customers.
    •   Represent Capital Metro in the community through attendance at public meetings, outreach to local agencies, and serving on committees as assigned.
    •   Develop and manage the MetroAccess budget. 
    •   Serve as a member of the Risk Management Oversight Team to assess, manage and reduce organizational risk and exposure through improved business practices (processes, procedures and policies), communication and data/information analysis. Contributes to the coordination of Risk Management, Safety and Security functions in an outsourced business environment to ensure compliance with MAP-21 regulations.
    •   Operate independently with minimum supervision.
    •   Ensure a positive safety culture is maintained by supporting the health, safety, and security of employees within the department.
    •   Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
    •   Perform other duties as required and/or assigned.

    RESPONSIBILITIES - SUPERVISOR AND/OR LEADERSHIP EXERCISED:
    Manages department personnel by planning, scheduling, delegating and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.

     

    WHAT YOU BRING

    •   Bachelor’s degree in Urban Planning, Business Administration, Business Technology, or related field. Related experience may be substituted on a year for year basis up to four (4) years.
    •   Eight (8) years progressively responsible operational and/or planning experience with a public transit agency including three (3) years of transit-related technology experience and three (3) years of supervisory experience, preferably in a bargaining environment in the transit industry. 
    •   Must be able to obtain a current valid Texas Class B CDL by hire date.
